had agreed that each country should take steps to prevent the smuggling of opium into its own territory, and recommending that the trade in prepared opium to Hongkong should be prohibit- -ed. An Imperial Rescript sanctioning the Memorial was received and instructions were issued accordingly to all the Provincial

Authorities.

It is evident, therefore, that China has faithfully performed her undertaking to prohibit the illicit export of Chinese opium to Hongkong, and the British Government's undertaking to prohibit the illicit export of prepared opim from Hongkong to China should accordingly be carried out with-

-out loss of time.

I have therefore the honour to request Your Excellency to ask the Governor of Hongkong by telegraph to afford us his assistance by putting into effective operation the prohibition to export prepared opium from Hongkong to

China.
